It has two affects. If you are a Citizen you are required to act Peacefully and not kill children. If you kill children Justice will apply to you with the full force of the law.
However, should you be a Government then you can bomb children and kill them with missiles. You do not have to act peacefully and there will be no justice for the children their parents or anybody else who is killed.
