The European Convention of Human Rights has several Articles which allow you to record the actions of Police.
I am not an expert in E.U law.
However, I will be taking both the European Union and the Government of the U.K to International Court for cruel and degrading treatment and violation of my Human Dignity. Therefore I have a working knowledge of the Charter of Fundamental Rights of the European Union.
Article 54 is explicit. Nothing can destroy your rights.
Article 6. The right to liberty and security.
Article 10. Freedom of thought, conscience and religion.
Article 11. Freedom of expression and information. This Articles allows you to receive and impart information without interference by a public authority and regardless of borders.
Article 12. Freedom of Assembly. You are by Article 11 and 6 given the implied right to record any person who prevents you from Freedom of Assembly.
Article 21. Non-discrimination.
Article 41. Right to good administration.
Article 45. Freedom of movement and residence.
Article 47. Right to an effective remedy and fair trial.
All the above Articles provide a framework of protection which allows you to record the actions of Police should you consider that they are contravening National laws and your rights as a citizen of the E.U
