I was asked to do just that or about that whilst I was selling boats at my brokerage Sydney Boat Sales.
A potential boat buyer wanted a particular yacht but his wife could not handle the rocking motion. He asked us to tie the yacht up to the berth in such a way it would minimize the rocking. His wife only had to sit on the aft deck and drink a glass of wine with the sun going down. She would never want to leave the marina. Along they came and she was so surprised by the stillness of the boat she said he could buy it.
As for your the answer to your question the answer is no. A yacht rolls about its center-line and the keel. You would have to have a ballast system and outriders. Even then it would still rock.
