You could make a lot of money out of it making it legal (even though it would still be illegal). You could tell groups of people they were taking part in Research and a Social Experiment.
Each group would be told not to say anything to anybody. Individuals would also be told the same.
Each group and individual would be told to co-operate fully with the organisers of the research and social experiment.
It would all be televised on a Private Network. Companies would be allowed to advertise on the network.
People would have to sell their homes to pay to be part of the managing group, and be fitted with mind to computer devices to track them and transfer data.
By connecting people up they would have access to Government information, Military and business secrets which they could sell to the highest bidder.
Each managing group would be told they were the head group but must not tell anybody, and each would have its group of participant.
Government would back the research and be part of the organisation. Police and Military would also be told to take part. The media would be told the same
Each country would think all other countries were paying to watch them and use the research, but all the other countries would unknown to them, be also be taking part.
The project would be franchised and people would pay for a franchise which they would then sub-franchise.
Shares would also be sold in the group.
Companies and Governments would have to second workers and let their facilities be used.
So money would be paid in but only ever paid out in worthless shares.
The whole world would participate thinking they would be compensated for taking part. Nobody would say anything as they would not get any compensation – which they are not going to get anyway.
