It will probably be the other way. Industrialized Nations will force Climate Change refugees away from their borders. You have just witnessed the EU being unable to arrive at a common Policy for refuges from Syria and other conflict areas. they ended up dumping them in Turkey (the human rights mecca-sic). How is anybody going to ‘force’ a Country to take Climate Change refugees? You cannot use military force and by the time it goes to Court the disaster would have been so great it may have resulted in civil unrest and the collapse of law and order. However it is a very good question as you are ahead of Obama and Cameron ,the twin fathers of failed Global Policy and no new ideas. The question you raise leads to another. What systems do we have in place to identify those areas where there will be climate change refugees and to prepare for it? Which then leads to the next question how do we prevent the disaster happening in the first place ie Alberta. Now that you have raised the question let us hope it begins a World debate and exchange of ideas on how we are going to deal with a problem that will dwarf the tragedy of Syria and the refugees. I put together a new system and new ideas for exactly what you are asking but the Australian Government did not even acknowledge me and Cameron and Obama continue to censor me with the UK media. I now rely on supporters sending my comments around the World. John Kerry, by default excluded me from Paris 21 – as that would have been an ideal Place for the world to hear my Proposals. So in summary it is not practical to force countries to accept refugees. Look at Hungary and the wire fencing – they took no notice of any EU agreement and the moral outrage of the World. We need to urgently revisit Paris 21. It simply did not address your question and it will be 2025 before the first report-back is required. If Alberta is anything to go by the authorities will be overwhelmed and will fall back on using force to protect water and food. The Philippine Police used force recently to quell a protest by their Farmers who had lacked government support during the drought they are enduring. One was killed by the Police and several were injured by gunfire – so that also is an indication of how authorities may react. The only way we will be able to deal with the climate refugees – and it will be a world-wide problem,is to utilize the systems I proposed (I have not read anything better) which allows us to accurately forecast where the climate negativity will be so great people will be forced to leave. Ask Obama and Cameron why they each prevented the world from listening to my proposal. Or ask the UK media why it is I have had 6000 plus views on Quora in one month, mostly on climate
change, and they have never interviewed me. Or ask the Greens in the UK who supposedly care about the environment who completely ignore me.
